Challenge

The Jacksonville Transportation Authority needed a clear understanding of how its compensation structure compared to industry standards and regional transit agencies. Leadership required accurate market data to support competitive pay decisions, improve retention, and ensure fairness across job classifications. Existing information was limited, which made it difficult to evaluate whether compensation levels aligned with the transit sector.

Approach

The team reviewed internal job classifications, gathered comparative salary information from peer transit agencies, and analyzed market trends that influenced pay expectations. CSS mapped JTA’s roles to comparable positions across the transit industry and identified salary ranges, pay progression patterns, and areas where adjustments were needed. The findings were compiled into a clear and actionable report for leadership.
