Strategic Planning and Delivery of the 2025 LAWA Safety Summit

Challenge

The LPD Communications Unit, which includes both the ARCC and APM Control Center, faced persistent communication inconsistencies, staffing gaps, undefined roles, and workflow bottlenecks. These issues limited operational efficiency and made it challenging to maintain a standardized approach to communication and incident response. Leadership required a structured plan to modernize processes, optimize staffing, and ensure alignment across both units.

Approach

The project followed a structured, multi-phase methodology designed to thoroughly assess current operations, develop future-state processes, and implement sustainable improvements. It began with a comprehensive needs assessment, including stakeholder interviews, organizational analysis, workload evaluations, and a review of communication data to uncover gaps and inefficiencies. Using these insights, a strategic staffing plan was developed that refined roles, clarified responsibilities, and introduced resource optimization strategies such as cross-training and workflow enhancements. The work concluded with ongoing monitoring, a final evaluation, and long-term recommendations to support continuous improvement and operational resilience.

Outcome

The project resulted in a fully modernized and strategically aligned Communications Unit that is better prepared to meet current and future operational demands. Communication processes became more
consistent and streamlined through newly developed SOPs and clarified workflows. By establishing a sustainable staffing strategy and standardized procedures, the unit is now positioned to operate with
greater efficiency, reliability, and organizational coherence.

Proof

Success was demonstrated through a suite of tangible deliverables, including a detailed needs assessment,
a comprehensive strategic staffing plan, finalized SOPs, and complete training materials. Participation
reports and stakeholder feedback confirmed increased understanding, alignment, and adherence to new
communication protocols. The final project report and continuous monitoring framework provided
leadership with clear evidence of progress and a roadmap for ongoing improvement. Together, these
outputs validate the effectiveness and long-term value of the strategic plan.
